saggy pants?

Or the fact that most of those pants are sagging from the weight of the illegal guns and drugs stuffed into them?

    The problem in America’s inner cities is that there is a culture which glorifies crime and criminality and looks down upon earning a living honestly. The saggy pants, resultant originally from the removal of belts from people in lock-up, is an artifact of that culture.
