Can one of my lawyer readers tell me why this is a good decision?

A Federal court struck down a Hazelton, discount viagra medicine PA, recipe law that would punish businesses for hiring illegal immigrants and landlords for renting to them.

The judge said he based his decision on the fact the only the Federal government can regulate immigration…but Hazelton wasn’t regulating immigration, they were regulating the way local businesses do business.

I know law doesn’t have to be logical, but can someone explain this one to me?
